CITY OF OVERBROOK

 

 

MINUTES                         REGULAR COUNCIL MEETING                        MARCH 22, 2006

 

 

 

MEMBERS PRESENT:                   Rich Hamit, Bob Sisson, Ira Allen, Bruce Smith, Mayor Jack Young.

                                      Larry Coursen absent.

 

OTHERS PRESENT:           David Alcorn, Mike Dickerson, Jason Hielscher, Jon Brady, Jim Koger,

                                      Chief Ed Harmison, Cheryl Brown.

 

 

 

          The meeting was called to order by Mayor Young at 7:00 PM.  A quorum was present.

 

 

MINUTES / WARRANTS:   Bruce Smith moved to approve the minutes of the March 8th meeting as written.  Ira Allen seconded; motion carried 4-0.        

          There were no warrants presented for payment.

 

 

ATHLETIC ASSOCIATION: Jason Hielscher was present to discuss bids for work on the concession stand and other matters related to Jones Park.  He also had questions about the procedure to recall a member of the governing body. 

 

NATIONAL FLOOD INSURANCE PROGRAM:   Following a discussion of information provided by Tom Morey at the previous meeting, Ira Allen moved that the city participate in the National Flood Insurance Program by adopting Resolution No. 70 which states the requirements and benefits of such a program.  Rich Hamit seconded and the motion carried 4-0. 

 

BLUE CROSS BLUE SHIELD:                  After discussing other options, Ira Allen made a motion to extend the contract with Blue Cross Blue Shield to provide health insurance for full-time employees as needed.  Rich Hamit seconded; motion carried 4-0.

 

SEASONAL HELP:    Requirements and abilities for a maintenance assistant were discussed.  The council agreed by concensus to approve hiring someone for up to 30 hours/week at a salary of between $7 and $8/hr, based on the individual’s experience.  Ads will be placed in both local papers and other details will be discussed after applications have been received.

 

POOL MANAGER:   Rich Hamit moved that the pool manager’s salary be $9.75/hr for the 2006 season.  Joni Hudson will be returning for the second year as manager.  Ira Allen seconded; motion carried 4-0.

 

DAMAGE CLAIM/RAE JOHNSON:   Ira Allen reported that he’s had no contact from Employers Mutual regarding the matter.

 

COUNCILMEMBER COMMENTS:   Bruce Smith said that Dean Beckman is interested in acting as the Building Inspector, but needs to talk with his supervisor about hours, etc before making a commitment to the city.

          Rich Hamit presented requests by Joni Hudson regarding the pool.  These include when the pool can be filled, classes for lifeguards, marking the end of Zero entry slope, painting a mural on the bathhouse, and replacing or repairing the hot water heater.   These requests will be given to Bob Call, and he can talk to Hudson about any problems.   The council agreed by concensus to allow the SFT student council to paint a mural on the wall inside the fence.

 

MUTUAL AID AGREEMENT:                  Chief Ed Harmison presented a Mutual Aid Agreement as prepared by the Burlingame police chief.   This agreement would allow law enforcement officers from one town to assist with emergencies in the other towns, prior to the actual emergency.  All personnel would remain an employee of the person’s own city while acting under the agreement.    Bruce Smith moved to approve the agreement.  Bob Sisson seconded; motion carried 4-0. 

 

MAYOR’S REPORT:    Mayor Young said that he and some others had met to discuss forming a Recreation Commission but no decisions had been made about the number of members, lengths of terms, or responsibilities. 

 

          There being no further business before the council, Bob Sisson made a motion to adjourn.  Rich Hamit seconded; meeting was adjourned at 7:30 PM.
