Updates to Water/Sewer Billing

Beginning in 2026, Overbrook water rates will increase by 2%. This adjustment reflects rising
costs associated with operating and maintaining the water system.
Residents will also see a new Rural Water line item on their bills. Overbrook maintains a backup
water connection through Rural Water District No. 5, and under this contract the City must
purchase a minimum of 500,000 gallons each month. This minimum‑purchase requirement
increases our overall cost, so a Rural Water charge will now appear on each bill.
To clearly show the portion of our total cost that comes from this backup source, the City is
adding a Rural Water charge consisting of a $1.00 flat fee plus $1.50 per 1,000 gallons. These
rates reflect the City’s cost of ensuring a reliable backup water supply so that Overbrook always
has access to clean, safe water.
